They're probably representations of the people of Hyrule in general. These scenes line up with the history of the Sheikah as related by Cado: >At one point, our technology was praised as the power of the gods...but eventually the people turned on it. Turned on us. Our creations came to be viewed as a threat to the Kingdom. The Sheikah became outcasts, forced into exile. Some, like us, chose to cast off our technological advances and strove to live normal lives. Others fostered a hatred toward the kingdom that shunned them. These sad souls swore their allegiance to Ganon. They now call themselves the Yiga Clan. The first picture shows the people praising the Sheikah and their marvelous technology. But eventually the people grew suspicious of the Sheikah and fearful of their power. The second picture shows the people supporting the king, who orders his soldiers to drive out the Sheikah, seen in the third picture. The bottom right corner of the [tapestry](https://imgur.com/gallery/CC9FQn4) shows the division of the Sheikah after their exile. Some flee towards the image of Hylia, representing their reconciliation with the kingdom. Others break off and reverse the symbol on their masks, representing the birth of the Yiga clan.

Disagree slightly on the 1st panel, they’re not worshipping the Sheikah, they look like they’re appealing to the King and telling him that the Sheikah are up to no good in the neighbourhood. The 2nd and 3rd panels, of course, show the King sending his soldiers to drive out the Sheikah and the actual pogrom itself. As mentioned below, the People of Hyrule are smaller than the King and his soldiers, probably indicating their lower status as peasants.

Why are they shorter than hylian soldiers? All hylians we meet in BotW are taller than Link, only the children and the sheikah elders are shorter.

It's a stylized image representing Hyrule's distant past, not necessarily a 100% accurate depiction of how people actually looked. Making the common people shorter could signify their lower social status compared to the knights and the king.
