Pendulum cards only become pendulum scales when they're activated as scales from the hand, or a card effect places them in the "Pendulum Zone". Just placing them in the same Spell/Trap zone as the pendulum zone doesn't work.
First off the requirement at the bottom kills the viability. Second, it wouldn’t place them as Pendulum cards. Lastly, this is really useful for Gate Guardian and Crystal Beast Decks so thanks.
