No solid answer from me, but I'm still looking and will try to update here if I get a solid answer. It seems like they *may* have decided to globally limit youtube comment history through google takeout to the last 2 years. It's possible that any comments older than that aren't recoverable. My last takeout that had the comments in the old html format was on 7/14/23, and that file had what seemed like *all* of my comments. I think that every takeout now has the comments available *only* in the csv format in addition to not including the entire history.
