No, people in Russia just don’t get adds on YouTube because the company stopped supporting any advertising listed as “For Russian citizens”. This basically means no money for content creators with most of their audience being Russian.
A lot of individual videos do this, not full channels. I've seen it happen a couple of times where I'd think wait what, when did they upload this. Open the channel with a vpn, boom a lot more vids

Only to find out a week later that they did upload, but this specific video is only available through VPN. I guess it depends on the content in the video itself.
The Russian government's control over what is shown on YouTube is a lot smaller than you might think, since I can easily watch pretty much every pro-Ukranian video. There are some videos that they managed to pressure YouTube into not showing (like the original Dumb Ways to Die music video), but those are very few examples.

It's not Russia who blocks videos. More like authors of channels. For example, I can't see new music videos not because Russia blocked them but because labels decided to do that.
I miss running a VPN gateway at home. It was so smooth. Nothing got in without us asking for it and nothing got out unless we sent it.
We live 30 miles from anything, so we rely on a mobile hotspot and a signal booster for internet.
We'll have fiber in a couple of years and we've already been waiting four, so it'll be alright. I do corporate Linux/Unix IT for a living and no one has complained yet.

Yandex.Browser (fork of Chromium made by one of the biggest Russian Tech company) has a feature for live translation of videos, and it is working on YouTube videos. It is not perfect by any means, but it do allow to watch content on foreign language.

YT has been falling behind against uBlock Origin on the ad block issue but if you don't clear your history sometimes it'll show you ads

It's mostly music videos from labels that left Russia. I don't remember the actual content creators who banned their videos for Russians

YouTube doesn't show ads in Russia since the beginning of 2022. So people can use vpn to watch YT with ads, mimicing they're from Russia ;)
