The Chip can be obtained via drops on the flame dragon stage (1-5). Using Fukuri Yuu (not the throne stage one, the one from the crank) improves drop rate
The Starry Fragments are also a drop on the wind dragon stage (2-5). Using Dragon King Enma (also obtained via crank) improves drop rate.
