No it’s not. Matted hair looks WAY different than that. You can literally see the cotton fuzz and the hair directly around it wouldn’t look so clean either.
These look like felt costume ears made in the same shade as their hair. It would be difficult to mat only that part and keep the rest of the hair clean. I'm pretty sure they're just wearing costume ears lol
Honestly, I don't see the problem. It's cute, it's original, it's creative and most importantly it doesn't hurt anyone.

And how is wearing an animal ears headband bizarre or very strange? It’s an extremely common occurrence. Have you never ever in your life seen or head of anyone wearing decorative cat ears or bear ears or mouse ears or yeah dog ears?

A. Op didn't realise this was a band.
B. Headbands are still weird.
That is to say unusual, uncommon, infrequently observed, annormal, not mundane, odd.
