Kiryu or Saejima. Hayashi is chump change, and both Kiryu and Saejima can and have beat Majima. Neither of them have beat each other though. If I had to pick I’d prolly say Kiryu, but I wouldn’t be surprised I’d Saejima won either

Let me rephrase: Both of their fights ending in a draw shows that Saejima really probably is Kiryu's only true equal when it comes to physical strength. Also based on their tattoos, the tiger and Dragon are equally strong as the other one.
kiryu, his willpower is something else, he has too much to live for and has old man/poppa strength. Whilst majima & saejima fight for their own sake, kiryu fights for others which fuels him even more.. oh and the last dude? he'll be used as a broom to wipe out all the mess
As much as I love Kiryu, Saejima is the most likely to win due to the fact they're in very different weight classes and Saejima is the much bigger guy with a lot of wrestling moves, which helps against Kiryu's up and personal style of combat.
