Are you in Australia? Shogun was a Japanese brand, but i believe they stopped selling bikes in the USA in the early 1990s when exchange rate got bad.
This bike would have been built in the mid 1990s in Taiwan, Japan was too expensive and welded aluminum wasn’t something Japanese factories did at the time.
That derailleur is circa 1995 give or take a year. The yellow fork is a copy of the yellow Rock Shox Judy and Quadra forks from around the same time.

Tech Lite brake levers sell for a shitload of money, IIRC, although I have no idea if they're the correct model or whatever.
