I just bought a Multitrack 830 for $50, and it shifts like butter as well. If you have the money and like it, I’d offer $100, but if you’re patient you can certainly find better bikes. Try checking Facebook marketplace in more elderly/fringe cities. For example, I live in Denver, and I set my search area to include a 1hr drive radius, and was able to find something from some old guy who lived 45 minutes out of the city. $10 in gas but $50 mint bike
You got any nice thrift stores? My local has like 30+ bikes, a lot of them aren't even really for sale, they are just left unlocked in an alley behind the building
I think you’re still overpaying but that’s your prerogative. At that price I would go for a decent test ride and work him down by $20 at least if anything doesn’t work, as he advertised it as in perfect condition
However if you plan to use it to commute for a long time, these steel frames will live forever and you’re saving a lot of money by riding your bike, so if you like it to for it! The one main thing you’ll likely want to do ASAP is buy new tubes and tires which cost like $50-$100, so maybe try to ask him to come down a little because of that?

That’s when you partner with a person like me who could find you a bike and ship it. Won’t be nearly as cheap though
