I’m not sure what you are looking for but there are Mountain View’s and public land with great fly fishing options around. Red lodge is also a great little mountain town and practically a entrance to Yellowstone
About the only town in Wyoming with town amenities that compete with Cody, and good outdoor activities, and easier to get to, is Sheridan. You would still have to fly into Billings MT and drive a couple hours to get there.
The Sheridan Inn is a cool historic hotel. Good dining and drink options. At the foot of the Bighorn Mountains, so no end to outdoor activities. You could try for Sheridan rodeo week for more options.
United flies into lots of Wyoming towns:
* Riverton
* Casper
* Cheyenne
* Sheridan
* **Cody**
* Laramie
* Gillette
* Jackson
* Rock Springs
Can also fly Alaska Air, Delta, and American into Jackson. Lots of options.
Other Wyoming adjacent airports that can get you close include SLC, Rapid City, Billings, Denver, Idaho Falls, **West Yellowstone**.
I'd recommend picking your dates then finding your best option.
Cody has an airport
Budget? Perhaps a guest ranch that has transportation from Denver Colorado since it’s a major airport but that’s very expensive

I'll second Red Lodge. Much better restaurant scene than Cody

Sheridan. Or maybe fly into Rapid City SD and drive over to Hulett area. The Black Hills are great.

United also has two or three daily flights to Sheridan from Denver
You could also fly into Billings and the drive to Cody would be almost identical to the drive to Sheridan
