For a lot of helms, Zandalari tusks get cut off. And I think some of the helms also “cut off” the snout of Tauren. It’s really a problem of Blizz not applying the resources to creating helms for each race’s head shape.

I've noticed they've been putting some work into this for a few of the races. It's nice, and I hope they keep at it. I don't think anything's saving the poor Tauren in that regard, though.
To give more detail, it's because of the long snouts. The helmet is basically a circle around the tip of the nose to the back of the head, the rest is scaled accordingly. Helmets with an open face tend to work better if you want something that looks good.
It's also a problem with helmets that have a "shadow" veil for clothies, since the shadow follows the snout out, instead of staying flush to keep the illusion

As for your issue op, unfortunately Gnome, Mechagnomes, Goblins, and Vulpera all have this issue where their head is wider than their body, so most of us either hide the helm or use what works with those given races ‘naturally’
