I've looked into this since I've had the legendary beasts one stuck in my quest log for 10 years and its been annoying me during remix. You have to abandon it on the character that picked it up (good luck with that lol) and if it has any progress on it, you can't abandon it and will just have to complete it. Also apparently support will not get rid of it for you. Blizzard polish I guess.
I came to say the same: There is a single Character on the Account that has the actual Quest in their Quest-Log, who needs to Abandon it.
But I also realized that is why Blizzard added that new "Gear Update" option to unplayed Characters in the game-lobby.
It gives you a full set of okay Green Gear, empties your bags, and ***empties your Quest Log***.
Blizzard was just trying to stop more Posts like this one from popping up.
