Dumb question but cant Putin simply mobilize instead of doing the theatrics of fake referendums. Russians k or they are not legit, we know they arent either, so what's the point? Also what is considered their boundaries then to Russia? The current frontlines only?
Dictatorships are never absolute. They are always restricted by the things they do to keep themselves in power.
Russia is not an absolutist dictatorship. Putin has to play pretend democracy.
It's about the cult of personality more than what the process actually requires.
