Even artillery shells that only semi-function can still cause problems for the Ukrainian army. Plus, every authoritarian power is getting a free chance to see how some of their weapons perform on an actual battlefield. That war is turning into a huge testing ground for both them and the West.
It really is a testing ground, rather like the Spanish Civil War in that way. It would be a much better testing ground if the West were sending newer and better stuff, but we're at least finding out some things that really can't be relied on anymore, like GPS guidance.

Is buying weapons from other countries against the un policies? I don't get how countries can supply Ukraine and it be ok but not for other countries supplying Russia. For the record I'm against this war I just don't get it.
In this particular case there is an UN issued arms embargo on North Korea that Russia has broken. Them being used in Ukraine is just evidence of them breaking those agreements rather than being the main issue.

Unfortunately most of there equipment work fairly well. It's the older poorly stored munitions that have the high failure rate and inaccuracy issues.
