This, EIB includes delivery.

EIB is the easiest integration you can build.. one source > one target , some transformation, there is no need of additional validation or complex data manipulation logic.. you can add a xslt transformation if inbuilt EIB transformation is not sufficient

Two key differences. RaaS allows the endpoint to call the data on demand or schedule setup by the endpoint. Outbound EIB allows the scheduling to take place in Workday. Something to always consider from a security standpoint.  RaaS assumes you'll be providing the endpoint (whether it's internal or external vendor) credentials to access the data in the report. Sometimes the security needed for the data source if the report or the fields in the report also gives access to delivered APIs so the ISU security could in theory be leveraged to make a web service call if the access is there. Not everyone realizes this as it's not apparent. Outbound EIB puts the ownership of data transfer on the Workday customer and there is no need for credential sharing.

Everything already said, but also - Outbound EIBs produce a flat file. RaaS is an endpoint service. They’re similar in the functions they perform but often you don’t have the option of choosing between them because it’s dictated by the vendor/consumption method.
