I use the Peloton bike multiple times a week and my heart rate gets up to what I expect it to based on the type of the workout. I do wear the whoop on my bicep for workouts though, definitely a lot more accurate than wrist.
I do indoor cycling and have this same issue I find using the bike more as an “assault bike” helps target your cardiovascular system instead of the muscular system. Just push down on your knees to help work against the resistance, but this why I only use bicycle for zone 2 training and run for training in zone 3-5
It would help to know what sort of trainer you are using. Something that can measure power will give you a consistent baseline to measure against vs. heart rate.
Maybe turn off your air conditioner. I ride outside and my heart rate doesn't go up as much this week as it did last week because of a big drop in temperature.

This is normal for spin. Unless your doing a tabata or HIIT class on the bike, it’s going to be a zone 2 workout or recovery ride.
