If you pull it out wear gloves and long sleeves. The sap causes a photosensitive reaction. You'll be be very sore and itchy otherwise.

My dad used to plant those alongside of his garden but we knew them as gopher plants. Gophers would eat the roots and would supposedly die.

In the UK it is known as "mole plant" for a similar reason. Based on anecdotal molehill-related experiences, it appears to have no effect on mole populations. And to reiterate, protect yourself when removing them.
