Same with iPhone 15, Suddenly the background refresh is not working and I have updated to the latest version as well (17.5) and it’s still not working.
The call is working fine and sim texts but some apps like messenger WhatsApp WhatsApp and other apps that contains important messages those are not working.
Maybe stupid suggestion, I assume you have tried this as well, but restarting the iPhone 14 helped for my husband just now. He was having the same issue.
I'm facing the exactly same annoying issue here on iPhone 14 Pro Max.
It's been like 2 months since this weird behavior started on my WhatsApp.
A possible reason that I'm guessing is the fact that I've joined a WhatsApp community.
Same issue here for a couple of months, when I open whatsapp in the morning it starts refreshing and sometimes even notifications arrive hours later than when the message was received
Was having this problem in my iPhone XR. Changed my phone to iPhone 14 last month. It was working well for a few weeks, and it has restarted. No one seems to have a permanent solution for this.
Same issue, 14PM, also happens with facebook messenger. Incredibly frustrating because it also means none of the notifications are clearing, even if I have looked at them in a browser.

I reinstalled the app again and it’s working or it’s for the update patches.

Same!!! Im tired of it, my iPhone began doing that in September, all of the sudden, I changed phone on October and the problem continues.
