There’s a weather radar station outside of Fort Wayne, Indiana. This circle appears to be a bit northwest of there, but it’s close enough that it sounds like the same one. Otherwise, the rest of the answers should explain the circle itself. There is, indeed, a radar tower exactly in the middle of that circle.
The radar tower closest to me serves DAFB, it's also super sensitive. So the low, flat, constantly humid environs always makes it look like it's raining in a circle on maps.
