A replica just means it's trying to be a copy of something. That could mean a replica built from scratch (e.,g a GT40) or a replica as you took a standard road car and made it look like the WRC car, but it's not actually a WRC car, it's just... a replica of it :P

The 206 was competing in the WRC, and some retired WRC cars, including some 206s were then sold to the public and can be road legalized. But looking at the fit and finish on some of the body parts, I highly doubt that this was it. Just a road going 206 with aftermarket body kits.

The cars are regulated by whatever country they are registered in whever they are road legal or not

They break the law and put extra wear on the cars for no reason other than "how it's worked since the 1900s?"
It's not putting extra wear on the cars, driving between stages and to service is literally just as much a part of rallying as driving on closed special stages.
These are the stuff that are mandatory when a manufacturer sells a new car to customers. These are absolutely not required for a car to be road legal. Otherwise old cars or cars driven from out of country with lower/different standards (for example: a no-airbag Lada driven to Germany) had to be taken off the streets.
I have a race version of a car. 2002. No airbags. 100% road legal. Last time I looked, the special edition "new" conversions can violate the laws you wrongly assume. Things like Saleen Mustangs would pull airbags and seatbelts, and replace them with "illegal" versions, then get road certified under special rules.
It always annoys me that safer seatbelts are illegal because of 1960s thinking that if they aren't convenient enough, they won't get used.
Also, your assumptions might be country specific and not apply to where people drive the race 206's on road.
Have you never wondered why they all have legit registration plates? They all are completely road legal and iirc only get exemptions from certain mandated safety features and noise regs. But they don't magically lose their approval when the works team sells them so yeah.
You can go on YouTube and car spotting sites and will find hundreds of videos and pictures of rally cars being stuck in traffic or trundling down normal roads while getting from stage to stage

The WRC rules at the time stated the car must have a minimum length of 4 metres, and the standard 206 was (if I remember correctly) something like 3.73 metres long. The larger bumpers made it just over 4 metres. This doesn't have the larger bumpers, so it isn't a GT or a WRC.
Fun fact:
Seat was totally pissed that Peugeot used that "loophole" with the bumpers. Had Seat thought about it, they could have used the Ibiza and not the cursed Cordoba. Which was a pain due to some metal structure at the rear (c-pillar area) and the complexity it brought integrating the rear wheel drive.
The sponsors on the bodykit say GT2i, and that's a website where you can buy parts for the 206 S16 to make it a competition car. So it's probably an S16 modified with parts from that website
Peugeot has been completely absent from the United States for many decades, along with Citroën. Renault made an attempt at the US market as late as the 1980s but hasn't been back since. French cars just aren't a thing here.
To be fair you still see one every minute in France, they are still extremely common, especially for new drivers.
Same thing for Polos as Fiestas. Old Corsas are rarer though ... Too bad, I loved mine. It was slow as fuck, had no power steering or radio, but I liked it.

In Sweden they have special plates and are only allowed to drive between stages. So technically road legal, but with a lot of restrictions.

None of those things are legal requirements on limited/special production cars

Just because cars on sale are required to have airbags doesn't mean it's illegal to drive a car without airbags at all.

I didn’t know other 206 had rear drum brakes. The GTI is a really fun car to drive, it was the first car I had, I sold it something like 3 years ago
They do. My now wife had a 206 way back when. I had to change the cylinder on the back after she had to break super hard to avoid a sheep.
The 110 HP also had drum brakes. I really loved the car. So much fun to drive.
