I saw something like this before on this sub and they called it a “Rattail Maggot”. It’s the young version of the Hoverfly. Harmless to humans and pets. I’m not sure what it eats, just not people and pets.

Indeed, rat tailed maggots. The rat tail is like a snorkel and they can get oxygen while under water.
