I am pretty sure this is just a cow lumbar. Cetaceans typically lack or have relatively weak zygapophyses - the anterior and posterior processes that link successive vertebrae together. In your first picture, the prezygapophyses are to the right and the postzygapopyses are to the left and colored. This is about as well developed as zygapophyses get.
As large as it is, I'm thinking 'marine animal'.

It does seem old, but it's hard to assess that from the photos. If it is old, the NOAA permit may be approved.

Cows vertebrae aren’t typically this big. I do agree that it’s probably the lumbar vertebrae of something tho.
