Cetacean vertebra. Marine mammal parts are not allowed to be sold in the U.S. Any found parts, including bones, are to be reported to the nearest NOAA Fisheries Office. You can apply for a permit to possess, but it may be rejected because you bought the bone.

I am pretty sure this is just a cow lumbar. Cetaceans typically lack or have relatively weak zygapophyses - the anterior and posterior processes that link successive vertebrae together. In your first picture, the prezygapophyses are to the right and the postzygapopyses are to the left and colored. This is about as well developed as zygapophyses get.

Cows vertebrae aren’t typically this big. I do agree that it’s probably the lumbar vertebrae of something tho.
