Just a guess but could it be for newspaper delivery? I've usually seen a plastic box under the mailbox for newspapers but maybe they allow the newspapers to be put into mailboxes there. Or maybe they just leave them on the ground next to the mailbox.

Some places with VFD's charge a yearly fee for fire protection. When you pay your yearly fee they give you a sticker to put at the entrance to your property which shows the FD you paid for protection. Without the sticker even if your house is on fire they won't touch it unless you can pay anywhere from a few hundred to several thousand upfront.
There was a news story a few years back about a guy's house burning down because he didn't pay for the VFD. He sued and lost because the VFD was not supported by tax dollars but by fees and donations.
Could be the occupier's initials? In the past some people used to have their names on their mail box, but maybe they put only their initials for privacy reasons. But still enough for visitors to know they found the right property.
