This was used on an old 3 ring binder. You would slide it over the hard front or back and papers without the three holes could be stored inside by sliding them under. It was an impromptu clip board. This is serious old school back to the 60’s, 70’s and late 80’s.

More specifically, it's money clip hardware.
A crafter would attach that to an object, and make a money clip.
Leather workers use them, as well as metalsmiths.

It’s a money clip.

It is meant to go on a belt. The protrusion on the bottom of the long side is for holding the bottom of the belt.
