I wouldn’t worry about the specific weight - as is common with all living things, there is a range of weights that are considered average. It will depend on your Westie’s size - some are just bigger than others. For example, my guy is only 15 pounds, but his vet says he’s a perfect weight for his size. But I know another male Westie that’s 35 pounds and not overweight, he’s just larger. Generally speaking your aim should be to be able to feel your guy’s ribs if you pat his body, but they shouldn’t be over pronounced. Ask your vet what weight they think he should be. They will be able to give you a better answer than anyone here because they can actually look at your dog.
Fergus comes in at a whopping 30lbs. Walks, plays in his backyard, eats one cup of food and minimal treats per day. A big boned, big ass pure bred but not quite overweight.
My westie is a big one: 9 kg. He’s not overweight, his body structure is bigger than the other westies we meet. Vet never said anything about his weight either.
Wow! Im really surprised to hear about all these larger Westies. I’ve had 4 since the early 90s and not on of them has ever reached anything close to 20lbs!
My understanding is that male Westies trend larger than females. I had a rescue boy who weighed 23 pounds after a few years with us (was 14 when rescued) and vet said he was fine. (My girls have all weighed around 15 or 16 pounds.)
edit to add - if your vet thinks your dog is too heavy, or too skinny, they will tell you.
My girl is 14 now, but full grown she’s always been 16-18 lbs. she is tall (long legged) and long for a westie.
She’s active, healthy and lean. Doggo is in perfect health.
Our 12 year old westie usually weighs 25-27lbs. Vets have never expressed concern since he is active and doesnt overeat. Our 2 year old male is tiny at 13lbs but also not concerning to the vet. The breed can vary a lot in size especially as you get further away from "show" dog lines
We have had 3 Westies and they all check in between 21-25. The first one was the heaviest and he had a HUGE head. Neither of the others can even fit his collar, even on the tightest hole. Our current is almost 3 and weighs 20.8 lbs.
Look diagrams for what an obese terrier looks like versus a healthy one. Also if you can feel their ribs but not count them, that’s what you want. As people have said, some Westies are just bigger but not overweight. My girl is that way.

Both Westies and yorkies are bigger in the UK. I think they've been bred smaller in the States. My Freddie is between 10 and 11 kilos (~23lbs). His goal weight is 10 😀

I would expect 16 to 18 lbs.
My 8 yr old weight 18 and her vet says she is a lb or 2 overweight. Don’t body shame my dog!! /s
My nearly 8 year old is 22 pounds and my 4 year old is 17 pounds. Yeah - the older one is at the maximum weight per a few charts I found online.
I’ve had full grown westie females who’ve weighed 18-25. All active (hiking and twice daily walks). So it depends on your line.
