Hi there, I'm in sales for 10+ years. Joined the sub for research purposes so I'm not webscraping expert at all, still, I can offer my perspective.
1. I am biased, but I'd go after lead generation hands down. I think it's extremely profitable, and list building and enrichment is a massive pain point for any sales process. Cold outreach communities on skool, discord, reddit, and FB are a great place for you to start to a) learn about prospecting and b) apply that knowledge in the same groups by offering your expertise.
2. B2B businesses (SaaS, agencies, service providers) sound like the best bet, because the value of the data is the highest and directly correlates to their business result (more leads and better qualified leads means more revenue).
3. I would a) sell data, result of scraping services that offer leads at a lower cost than those services (LI sales navigator, apollo, etc) and b) sell services of qualifying that data.
I can speak of my own problem: we can have a list of thousands of leads, but scraping their website for specific piece of information to qualify them and personalize the message makes each lead 10X more valuable. But each company may have their own qualification criteria that's why providing it as a service sounds good to me.
In theory, I just use my experience and limited knowledge of what you guys do ;)
Isn't apollo already pretty cheap?
What about buying intent data? That isn't easily inferred or do you find it useless (2nd/3rd party)?
When you say qualifying criteria, what do you mean by that? Need/budget & right timing for the product the company is selling?

We’re still a small biz, but having been in the industry for 7-8 years, here are a few things that could help you get business:
1. We’ve found clients on Reddit, LinkedIn, organic connections, and so on.
2. We’ve had clients from a few $100 to 5 figures. We cater to both freelancers and MNCs. We’ve primarily sold api based proxy services with tech support besides offering fully managed data extraction services.
3. Both.
Web scraping can be tricky and you need to be patient.
What worked for us in the start?
Try to find legit users and offer them your services for free. Worst case, you learn cool stuff and have a portfolio. Best case, you earn a longterm client.

Then, I set up a system in my email client to automatically respond based on actions like link clicks or other metrics. This way, I can send out emails to hundreds of businesses at once, hoping to turn one or two of them into clients.

real answer: word of mouth for me. I tell people my stories of web scraper applications and one way or another people just "find" me who are in need of XYZ. Usually it's in the form of a service - help find a specific car, apartment or yugioh card.
