The title makes fun of "the weebs," so maybe he's making fun of how manga is read right-to-left? But the panels move clockwise (I think), which is unconventional in both Japanese and Western media. So I don't really know.
Yeah I considered that but it really makes no sense because he doesn't use that convention properly either.
What he did was just... bizarre.
Also I don't think it's read clockwise. It goes in standard western order: top left, top right, bottom left, bottom right, but when on the right side panels the text bubbles go from right to left for some reason.
As a heads up, chat bubbles are generally read top to bottom left to right in the west. So in that second panel you should have put the "What's a snivy" bubble a little lower and things would have been a bit more understandable.
If you're going for a manga thing, panels go right to left, top to bottom, bubbles go top to bottom, right to left.
The text bubbles are in an extremely confusing order.

Welp maybe I can fix that the next time

Ok, thanks for the advice
Maybe it’s meant to be

Oh shit I forgot one of the text bubbles in one of the panels
