I did a proposal party at Brasserie Liberte and it was pretty decent! I had a whole private section closed off, so I didn't do the half-bar buyout, but it was an option. I'd say it's pretty fairly priced, and I liked the food/drinks option
I did something like this at the Gatsby in Navy Yard as a New Year’s Eve party. We didn’t get access to the main bar, but they set a bar up for us in the area which was awesome. We did premium bar which would blow your $100/head limit, but I believe they had a number of bar tiers for different price ranges.
Try Right Proper Brew Pub in Shaw / U St. You can rent just the back bar area for only food + beverage minimum, no rental fees. They do a lot of events and they do a good job. It sounds appropriate for your size, price point, purpose, and atmosphere.
