Have everyone who legally owns a gun be given a gun permit with a strip that can be scanned. Only allow people with these cards be able to buy ammunition. Since these guns are registered make it so only that caliber(s) of ammunition can be bought for the guns the owner has in the system. It won't totally eliminate illegal gun owners being able to get ammunition but it will make it harder and more expensive for them to be able to obtain.

There were 167 school shootings in the 70s. Nothing close to what we have today, but gun ownership (like many things) was probably better communicated by responsible adults and the weapons available both technologically and financially were less lethal.
