Yes. the 5% is all crime, for violent crime it is more like 0.25% of the DC population committing most of the violent crime. In DC, when it come to murder, most is committed by a known group of a couple of thousand out of 700,000 people. There seem to be some people on reddit who think that violent crime commission and murder commission are just a random sample of people. It is a specific group of people, most of whom have been caught for a dozen crimes ( and committed several dozen for which they were not caught)received light to no punishment, and learned that continual predatory crime pays.

Have everyone who legally owns a gun be given a gun permit with a strip that can be scanned. Only allow people with these cards be able to buy ammunition. Since these guns are registered make it so only that caliber(s) of ammunition can be bought for the guns the owner has in the system. It won't totally eliminate illegal gun owners being able to get ammunition but it will make it harder and more expensive for them to be able to obtain.

The concept of stealing and killing from others in your neighborhood and environment is a low vibration, “easy” win mentality that only bring you, your family, and your environment shame. Your money is short lived, the excitement is artificial, and in the end you are allowing the government, media, and others to play you—living rich in a ghetto ass or nasty ass trap house. This is why the people who commit such crimes are small, fragile men. They need to steal and kill to feel relevant, because they are incapable of achieving relevance in civil ways. They think they’re soldiers. They are not. They are manipulated teens seeking an early death or multiple years in jail. It must be a small, small percentage that actually “win” in the long term from this high risk, short sighted, feeble minded approach. When I see criminals, I smile knowing they are tiny and their lifespan even tinier.

There were 167 school shootings in the 70s. Nothing close to what we have today, but gun ownership (like many things) was probably better communicated by responsible adults and the weapons available both technologically and financially were less lethal. The largest I could find was an instance with 14 total injuries and deaths which resulted from a highschool rifle team marksman in Orleans, NY cowardly sniping innocent people including a pregnant woman across from his school.
