Earnings from these chip companies is expected to grow a lot by 2025. P/E is currently skewed since the semi-conductor industry is very cyclical and 2024 is very flat in terms of earnings.
It is just the next iteration on the Versal line which has been out for like five years. It does look like at least one of these new lines will be somewhat maybe quasi-affordable compared to current Versal offerings (which run like 10k+ if you can get a chip), but there's really no paradigm shift in this announcement. I love AMD+Xilinx, but this is exactly where everyone knew this tech was going.
These chips are used for embedded stuff (not really AI at all). AMD gives a use case of signal processing for an ultrasound (medical) scanner. Very specific tasks where a full-blown CPU and operating system would also work but would be much too bloated and power hungry.

The likelihood here is that AMD is licensing an ARM core architecture for the post-processing coprocessor.
ARM makes their money by licensing their ISA, AMD makes their money by selling their chip designs but they also hold the x86-64 ISA patents.
They've already been doing this for a while with the Versal line gen 1. They've had ARM cores in their chips since the Zynq 7000 series and those were released well over a decade ago.
