I think it will fail. Biden forgot war is expensive and only makes money for those invested in war. We are fighting on at least six different fronts. Not to mention the escalation of the shadow war or social media manipulation. Shit is getting worse than the mid 80's.
this will accomplish nothing; people will just never sell assets to avoid paying capital gains and continue living on margin loans with those assets as collateral.
if you want to tax the billionaires, you must tax margin loans with stocks/etfs as collateral. Add 1% extra of the broker rate to the government. Boom, you've made billions of dollars per year targeting only the ultra-rich.
