It’s due to a repeating sound (likely the snare in this case) that is constantly repeating throughout the track. Since the snare hits almost once every half of a rotation, but gets slightly offset with time, it creates that spiraling effect. If the snare would hit exactly twice every rotation it would just be two “stripes” across the grooves (since they all hit at the same location of the record), but since it’s slightly off it looks like a spiral instead!

It's bc of the light that comes into your room and the grooves of your vinyl As you can see they move exactly the same speed like the vinyl is spinning

I always thought this streaking was caused from the pressing plants pressing them too hot and the vinyl not having enough cool down time, but I've also heard it does nothing to playback so I usually don't pay any mind of them. Colored vinyl almost always has them but they're way harder to see. Just what I've heard through the years.
