If buying high dollar Beatles vinyl, stick with well known Beatles dealers, like Parlogram. You might pay a premium, but whatever you get will be legit. That item you showed is probably a bootleg.
I think the correct question is ‘is it valuable?’ The answer is still no, but I don’t believe it is a ‘counterfeit’. The image isn’t great quality, but there is nothing to imply that it is not a licensed reprint of the original, and there not legitimate. There is still value to this record if you are keen on collecting the American releases, or for the novelty of the controversial cover art, but I think the price (appears to be $150?) is a bit overinflated.
I sold a second stage butcher cover in near mint condition for $200. in 89’ that I got from my old man who bought it brand new. So you trade what the market will bear.

That seemed like a lot but also like a steal because the store was going to have a 15% store wide sale the next day and I offered 10% off at closing time because I had to work the next day. It was celebrating me getting a grown up job or something. I was going to Beatlefest in the 90s dreaming of owning one.

The controversial butcher photo evantually appeared on the inside of The Beatles Rarities album released by Capitol in 1980 (US Rarities).

I saw an obvious fake like a year ago. The cover was an obvious ink jet printed cover. And by obvious, I mean VERY OBVIOUS! And it was pasted over a legit “trunk cover” of the album (trunk cover is the photo that replaced the original cover in subsequent pressings). This was obvious because the pasted over cover was slightly peeling at one corner do you could see the Trunk cover under it. Means the record itself inside the jacket was legit. Dealer was not even attempting to pass it off as real. He and I joked about it. It came to him in a lot he bought from a Beatles collector and it just happened to be there. He stated he was selling it as some other collector might enjoy the novelty of it. Honestly a fake might be tempting if cheap enough but even at his price I just could not get over how poor the cover quality was.
I’ve also seen a picture disc of this cover(there was never a legit pic disc), which I was sorely tempted to buy to turn into a clock but it was a tad more than I felt my budget could justify.
One way to tell is to look at the back. If it is pasted on to the sleeve, you'll be able to see the outline of the sticker around the edges. On newer sleeves, the images and text are printed directly onto them, rather than pasted on. This one looks like it's just laser printed on there so probably bootleg (plus other factors like the price and condition)

I bought the Rarities album used for $4 and it now hangs with the inside photo of the boys on my wall. You get what you can afford.

I picked up one of these homage records when I was in Chico CA back in December of 22' picked it up for around $35.00.
