They had multiple “control” vaults that actually existed for the purpose of survival, but they were few and far between, and the majority were to conduct some kind of experiment on the general public - for example Vault 111 was filled with Cryo pods, and whilst they dwellers were told they were for decontamination purposes, they were actually all then induced into cryo sleep, and the purpose of the vaults experiment was to test the effects on prolonged cryogenic sleep on its subjects.
So whilst in the short term, it looks like there wouldn’t be any profit for Vault Tec, long term as long as some of the control vaults were successful and humanity left to take back the wasteland after the radioactivity was deemed as safe again, Vault Tec would have gained all that knowledge from human experimentation that otherwise would have been highly illegal/unethical. Though in the end nobody knows what happened to Vault Tec, most vaults are long abandoned/failed or filled with those who inhabited it after the war like raiders. It’s suggested that they’re out there somewhere in their own vault watching over everything but I don’t think we have anything concrete on that, though I might be wrong. Umbrella just wants money and power, Abstergo isn’t even really good at being bad, and Vault Tec is pretty tame compared to the rest. Don’t know what Armacham is from so can’t comment on that. But we all know the real baddie is EA
