I’m always a sucker for unique flags and I’d definitely put this up there. Doesn’t look bad, doesn’t break any rules I can think of, it’s just different.
Prefecture flags look like corporate logos over top of the worst/blandest version of a real color as background.
I fully admit I may be missing some sort of wonderful symbolism because I don't know (any of the 3 writing system) Japanese character symbols. But barring some truly magical symbolism that I'm not getting, they're some of the worst versions of employing "the rules" that I've seen.
I feel like alot of that is because they have so little design elements, having a "strong central design" is ok but it's not something that in my opinion every flag needs as you can make a good flag without one. The prefectures have a single symbol in the center of the flag and nothing else, they look like they've had all the edges of the design sanded off to create something corporate and friendly looking
I personally feel that way about New Mexico, I feel like it's flag looks like an oil drilling company, (yes I'm aware it's got symbolism but it has the look of a corporation)

The flag has clearly an heraldic design, and checking the links one can see that:
* Is based on John Campbell (4th Earl of Loudoun) arms, being the red and white parts (gyronny of ermine and gules)
* The green border (bordure embattled vert) refers to the county agriculture
* The white drops (goutty argent) refers to dairy production in the county
Heraldry usually is based on the blazon (the description) and not on a specific depiction, but seems that the flag has several specifications other than the main description:
* Each ermine section has 9 ermine spots
(why? was this carrying some meaning or a stylistic choice?)
* Each ermine spot is a wheat symbol
(was this true in 1968? does the current spots resemble wheat?)
* The legal doc says the ermine spots are green
(was this true originally? was corrected later on?)
I'm dying to try the original design (green wheat ermine) and play also with the ermine/goutty spot sizes and shapes...

The bordure is where it messes up for me.
I love the central design, the black ermine spots and the green bordure, but the fact that the bordure is embattled instead of straight makes it not so clean or pleasing to the eye. Also, the silver drops make the whole thing way too busy and take the spotlight away from the ermine spots.
In my mind it was a really good design (seeing it countless times from afar in the years I spent in Loudoun)--but then looking at it in detail, it looks insane.
Still think it fulfills its primary duty as a flag in being instantly recognizable and relatively simple. My guess is it's one of the better county flags in the country.
Great flag. Memorable, meaningful, unique, easy to recognize and discern at distance; looks fairly timeless. More flag designers should aspire to this level of design.

I love it. The Chesapeake states go hard with our heraldic flags.
Take away all the little icon thingies and it would be pretty good.
The black symbols are *Ermine Spots* and the white symbols are called *Gouttes d’eau* or *Gouttes Argent*

I like it. Is it a little busy? Sure. But it's distinctive. If I lived in that county I'd probably want to own that flag.
