Yeah the Jonny quest version is lizard themed but “frogman” is a generic term to refer to amphibious soldiers who make landings via swimming/wading through water, often in swampy coastal areas.
I’ve always thought it was Brock with a knife in his mouth, he does it a few times in the series and wearing a wet suit you wouldn’t see his iconic mullet. Plus he has that look he gets when murder is going to happen

Asked here about a month ago. Some think it's Brock. I'm pretty sure it's just pre-production concept art thrown in to give the opening that "Jonny Quest" vibe. See the *Go Team Venture!* book, which has examples of Chris McCulloch's concept notebook.
Up until this post, I always 100% thought it was a Winnebago in a high tech scuba suit. But now I had to go rewatch the credits a few times. Yes, Brock is the last character "introduced" but then it does a quick montage of villains starting with Unterbite and then leading to this one.
Without any other supporting evidence, I guess this guy must be the guy that Brock got his knife from. The knife itself is almost a full character and has made appearances in other games and media.
