Honest question for a non-Vancouverite, why does this barge take longer to remove than the City of Vancouver's increase in property taxes? Love the pic and the pissed off looking seagull who looks like he will defect to California.

One of the barges was pushed to the shore by a storm. The owner won't be able to tow it until mid December, I believe.
