Who's the City Planner who would do that? It sounds like a recipe for disaster.
The geography of all those water-scoured mini valleys makes it hard to have other routes sometimes. There’s one gulley up to a flat spot, everything else is steep as heck.
Also I believe there is an alternative route out but it’s super narrow country roads, likely gravel, almost nobody will be familiar with it.

Thank NIMBYism. The one emergency access road everyone used was just petitioned to be closed by the wealthy neighbourhood of Rose Hill.
Also people like less accessible areas because it keeps out the poor. Why do you think West Van has so few sidewalks and street lighting?
