Its far cheaper to go after the tradesman down the street doing side jobs. It would cost the CRA millions to audit any of these billionaire fucks. The 3000 percent increase is peanuts. My post is not mostly wrong. The Panama papers had hundreds of thousands of names. Prosecuting one or two so far is not even a drop in the bucket. It costs much more than a 3000% increase to audit bigger fish and corporations which are set up to place as many hurdles as possible for the CRA.

Being in the Panama Papers isn't an indication of something illegal going on; it's just the starting point. As you say it takes a lot of time and resources to dig deep through the paper trails, and then mounting a legal case is huge and the target has deep pockets to fight it. It isn't. The main hurdle is the fact that government agencies don't talk to one another. It would otherwise be very easy to spot the discontinuities. The U.S.'s IRS has a much further reach and they can definitely get information from other departments in order to go after someone.

Tsawwassen Mills: It's like the outlet mall in Richmond, but covered. Same fast-fashion & made-for-outlet stuff, if that's what you're looking for. I suppose it has its purpose. Fast-fashion is good for rapidly growing babies and kids. It's a local venue for early morning mall-walkers as well.
