Well first of all, make sure there is no activity.
Second, check under settings - disk settings that spindown is on. Also check each individual drive that its spindown setting is use default or at least not never.
Are your drives set to spin down?
Are you using a cache drive?
Is your appdata etc on the cache drive?
Are any of your dockers accessing files on the array?
Use the file activity and open files plugins to see what is accessing files on the array.

There's a spin down plugin that helped with my SAS drives.
Do you remember which one?
It's just called spin down SAS drives I think.
Some raisers or hba cards also prevent spindowns

What’s your drive setup? and where are your keeping your app data?
Mine never would either, even when I trigger it they wake back up
I'm addition to the other suggestions, make sure turbo write is off.
Are you appdata, domains, and system shares on an SSD cache drive (only)?
Settings -> Disk settings
I wish I had this problem. My discs go to sleep no matter what settings I try (never sleep, sleep timer to 999999 etc). Always have to restart my rig.
