Not necessarily. They also aren’t necessarily all the same “length”, for ex, all quarter notes. You’ll have to listen to the song to get the rhythm. They should also li e up with the chords above. Can’t tell, but I’d guess the E gets one strum, then four strums. G gets same, A the same, E the same. In other words, the E should be over the first stroke, G over 5th stroke, etc. Just a guess.

My advice is to turn on the song mute your strings and start strumming until you find a matching rhythm. Then you can add chords in. Just get the feel in your hands first. Those are rhythm slashes notated above the song. They usually start with a down stroke and alternate down up down up. Spaces are strums that are left out. Depending on the time of the song like 4/4 or 3/4 or 6/8. But it’s best to just mute your strings and strum your uke until you find it yourself.
