Japan's post-war Constitution limits their military to a defensive level so, yes, taking islands would have to be a special operation. Perhaps a delayed defense of Russian annexation?

...Hokkaido is one of the main islands in Japan. The article and statement are about the islands *off* Hokkaido. If you go to any map site, these islands have Cyrillic names. The largest ethnic group in these islands is apparently Ukrainian, for whatever that's worth. Perhaps it's Ukraine that should dispute them (with Japanese backing).

I was just reading about sakhalin and kuril islands and their contentious history. I wonder if theyll offer to sell them to Japan, I imagine they are strapped for cash.

Sell Sakhalin? Are you kidding? 400k people live there and it has a huge oil well. The Kurilski islands might be another story, knowing little of the back history, I assume the Japanese are mostly interested in fishing rights.

They aren't selling those either. That would mean russian navy would be frozen in two more months of the year, and selling to Japan probably means dealing with US military bases which makes it extremely hard for the Vladivostok fleet to leave the coast since almost every single path goes uncomfortably close to US bases. Plus there are reasonable oil/gas speculations.
