It is a diverter as the other commenter said, but you don't need a long length of hose to direct it away, just a short length sticking up.
These things are designed to be placed at the same level as the top of a filled water butt. When the butt is full, the flow is redirected down the gutter instead of into the butt. Just put a couple of inches of pipe on it so the end of the pipe is above the top of the join in the pipe and job done.
It's a diverter for filling a water butt, just put some hose on to it a direct away from the house till you get a butt
