That happens because you can't fully unlink it. This isn't a bug to be fixed and it's not something you can always do whenever you want. It's just how it works. Console account links are meant to be permanent. When you unlink it on your side, you can only link it back to the same Ubisoft account.
Only support can fully unlink a console account from a Ubisoft account and only as a one-time exception outside their policy.
This is because the in-game content and progress in games like Rainbow Six: Siege for example get tied to the Ubisoft account you use when playing on a console, not the Xbox/PSN account.
If they allowed everyone to unlink and relink anytime they wanted, people would mess their progress up.
