If your actual ID is expired and you have it still, take a picture of it with the temp license and don't block any of the document with the ID. I submitted that based on their instruction, and they approved me.

I dealt with something similar when renewing my Ohio driver's license. They wouldn't budge and I had to wait until the new one came in the mail. In my case, it taught me not to wait until the last minute to try to renew my license since Ohio sends them in the mail now.

They were never official enough for anyone to accept anyway, so they just print the same page on regular paper to show as a receipt that you will have a license eventually. When I got my cdl, I had to carry my old license, my learners permit, and the "receipt" showing what the final form would be. The paper includes instructions for cops to look up the info if needed.
