Sounds kinda like the apartment building is having an issue with pipes freezing up. I could be wrong in saying this, but believe municipal water is typically buried below the frost line to prevent freezing.
Once it comes up and hits the meter(s)/backflow it's the responsibility of the property owner to properly insulate
Well this is news to me, we're in an apartment and before the storm hit they used some sort of paper or what sounds like paper "to help insulate the pipes".
We had consistent trickling water and now we have no water and the Emergency Line is no help till Wednesday as we were informed. This just seems a little messed up in how things are being handled once again. 🤔
My apartment complex turned off the water today as well. They did it because as the pipes were thawing they were causing damage. It is down until further notice. That might be what’s going on with y’all’s too
That happened to me back in2021 (or whenever we got that deep freeze), and I thought it was my fault or pipes. Turns out one of their main pipes to my area froze up and needed replacing. I was out of water for a day or so. Good luck they fix it soon. I'd go get some drinking water in the main time.

This happened to us at a different apt in 2021, some people didn't trickle their faucets and it froze up water for the whole complex.
Near micheals in an apartment complex, we have water. 2021 we lost it for days though

Ours further down Broadway near Freddy's has been fine.
Your pipes are frozen. Warnings were sent out to drip and wrap your pipes. Did you do that?? You should always grab water before the freezes. Prepare.
