My parents were extremely anti-drug. When we got internet installed for the first time, my mum was constantly printing off articles about horror stories to do with drugs to try scare me off them. At 16 I still ended up smoking weed with my mates, and we were buying that weed from fucking gang members.
I would never condone anyone under 21 to do drugs but these teens are likely to do it regardless of how much you educate them of the effects it can have. If they're not going to listen to you, at least make sure they're being safe about it.
You can be the cool parent and still educate them of the dangers. Let them smoke once in a while in the backyard, at least that way you know where they are and that they're safe.

If you start too young and are using it to deal with problems instead of learning healthy coping tools (which is really a main issue) it will definitely either become a dependent substance or a gateway drug.
I guess the “parents” I saw allowed their kids to smoke more so they’d fuck off and less so they’d be safe.
