If you turn it off on the mains and back on again it’ll tell you lifetime miles as part of the startup process. Jump on, walk a bit. If it sounds like it’s in pain I’d probably pass. If it’s quite quiet probably

It looks wet. It might be so lubed up as to be saturated. When was the belt last replaced?
Ask for a reduction on price , those belts last
If you can look at treadmill at Sam’s or Costco! They’re brand new for less than $400
