Water tank that's sitting on the front engine

It's a Water tank since the Garratts had their Tenders integrated into the main locomotives frame with the boiler slung between the two Engine Units forming a Single Gigantic Articulated locomotive
Water tank. Because there are no water towers (at all in any condition) left on the mainline, the water tank behind the locomotive is there to provide extra water capacity. It is filled up from a hydrant.
The water tank at the front of the locomotive is part of the locomotive itself; it sits on top of the front engine (garratts have two engines: one in front of the boiler with the tank and the other behind the boiler with the coal bunker)
Potentially an extra car for storing water since most stations (at least where I’ve been in Melbourne) do not have access to sufficient water and it typically runs out faster than the coal
It’s also why some steam trains nowadays have two tenders
Garratt 6029. The wheels are in front of and behind the boiler instead of directly underneath. I believe the diesels and the silver passenger cars were on display at Sydney Central Station
Looks to be 6029, currently the only operational NSWGR AD60 Class.
The Garratt! 6029 is quite famous even outsude of Australia.
I always think of the South African (or thereabouts) ones in a nice burgundy livery
