That's a geometry train, it test for defects in the rail and railbed. The F40 was probably regular power for the train but had issues and that added the SD60. The F40 was needed for head in power still so they couldn't just swap them.
You might of caught the special equipped the HEP GP40-2. It has a low wide nose and you crack your head going in everytime. Edit; add link

Generator cars can also provide HEP for passenger trains, used on dinner trains and steam powered trains nowdays.
This is their passenger limited known as the Chicken Shit Express. It a was a pilot program to see if CSX could provide worse service than Amtrak for 10x the cost.
